Comprised of a sealed tube coated on the interior with a phosphor powder and stuffed with argon and a tiny piece of mercury, how wherein fluorescent bulbs make light is very intriguing. Whilst the underlying physical mechanisms in the equipment and bulb may differ a bit in design, in a summary a fluorescent light functions through two electrodes at both ends of the tube emitting electrons as they heat up. 

Finally, an arc is created with the electrons shooting round the bulb throughout the ionized gas from one electrode to another, since they move across the tube, the small piece of mercury in the bulb is vaporized and since the electrons collide together with its atoms, it excites the electrons from the atoms to higher levels of energy. Nevertheless, this higher energy level is shaky and post collision, because the electrons quickly return to their initial energy level, they discharge photons, albeit largely ultraviolet light which we humans can't see.
